Growing together.The Business Development Manager (BDM) is accountable for the overall request for proposal (RFP) process for the Health Plan market segment of the OptumRx growth and retention organizations for intergalactic, highly complex, and Must Win opportunities that exceed $750M - $10B+. The BDM manages the RFP from receipt through final submission, ultimately ensuring all components of the proposal are strategically written, align with the sales strategy and submitted accurately, competitively, and on time.

Primary Responsibilities: - Lead with authority and elevate the Optum Rx Solution through communication with others:
- Participate in presale activities to fully evaluate opportunity prior to RFP release working with the Market President, Sales Executives, VP of Pricing / UW and VP of Clinical Consulting
- Communicate direction on Sales strategy and custom client needs to Market Presidents, Sales Executives, VP of Pricing / UW and VP of Clinical Consulting
- Manage the Must Win and Intergalactic proposal process using a project plan and project dashboard.
- Collaborate with key players across the organization including P&L owners, VP of Accounting and Division leads.
- Influence individuals at all levels of the organization from President of the Growth Office all the way to a subject matter expert.
- Demonstrate innovation and critical thinking in approaching RFP questions and ensure an understanding by consultant on the intent of the question to appropriates respond to questions in sometimes a non-literal way.
- Generate excitement about the organization and opportunity, creating a desire among peers to strive for excellence.
- Effectively communicate and present information to senior leadership for risk-based decisions
- Lead assigned proposal team for each RFP, providing guidance and direction on bid strategy and positioning
- Solid Knowledge of the PBM industry:
- Thorough understanding of core PBM capabilities and services and a broad understanding of pharmacy care services.
- Experience in the Health Plan market segment
- Ability to build on their PBM knowledge to partner across the organization to identified specific questions or areas where Optum Rx needs to lean into alternative or custom value proposition language
- Create, build, and maintain relationships that enhance the RFP lifecycle
- Coordinate Quality Review and Sales Reviews
- Participate in ongoing continuous improvement of proposal development processes and content
- Expertise in Proposal project management:
- Thorough review and understanding of all RFP documents and deliverables
- Create, maintain, and ensure completion of overall project timeline
- Schedule and facilitate all cross-functional strategy calls, compile and distribute notes, clearly identify actionable items and owners, and conduct follow-up as needed
- Coordinate all client-specific analysis requests and recommendations
- Pre-Sale Analytics, Formulary and Network Disruption requests, Clinical Analyses, Repricing Requests
- Monitor and communicate overall project health
- Identify and escalate risks, conflicts, and issues to leadership
- Complete project close-outs
- Coordinate all RFP follow-up requests
- Assist Sales with finalist follow-up support as needed
- Additional responsibilities include:
- Participate in relevant training opportunities that will enhance both individual performance and overall unit performance

Required Qualifications: - 5+ years experience managing RFPs; preferably in PBM or health care industry
- 5+ years of experience managing complex proposal projects, preferably in PBM or health care industry
- Proficiency in Microsoft Office Suite, including Teams and SharePoint
- Ability to understand complex RFP requirements specific to the health plan market segment
- Ability to craft a story based on a provided sales strategy
- Identify and understand operational exceptions
- Ability to lead calls with c-suite executives in order to drive decision making
- Solid time management skills; ability to prioritize tasks in a fast-paced, deadline-driven environment
- Proven ability to work independently and remotely
- Solid comprehensive knowledge of the industry, our Company and our products and services
Preferred Qualifications: - 5+ years experience managing PBM RFP's
- 5+ years experience managing healthcare industry RFP's
- 5+ years experience managing complex PBM RFP's
- Experience using RFP templates and/or tools, such as RFPIO
- Ability to write strategic and/or persuasive content in a client-friendly manner
- Possess solid facilitation skills; empowered to drive decisions
- Excellent written and verbal communication skills
- Attention to detail, both in writing and project completion

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
