All Native Group is seeking a Data and Budget Analyst to support Walter Reed Army Institute of Research in Silver Spring. Key aspects of this role will be to serve as the Research Program Office’s principal Budget Analyst, using WRAIR's knowledge management assets, to support proposal budget development and review as well as identify gaps, design and develop solutions, pilot these solutions and then implement solutions.
Essential Functions
- Liaison between RPO and Resource Management to review and approve budgets
- Serve as the budget analyst for RPO; in addition to proposal budget related tasks, also includes review, analysis, revisions, and summaries of updates for funded research project budgets and for foundation partner related CRADA budgets, including briefing relevant items for review at internal WRAIR meetings.
- Ensure familiarity with government research proposal/project budgets
- Assist WRAIR Principal Investigators (PIs) with proposal budget development and questions.
- Provide research proposal/project budget updates and revisions to WRAIR PIs.
- Provide suggested proposal/project budget revisions and summaries of updates to WRAIR RM for coordination and final RM approval of budgets.
- Through liaising with RM and/or gaining access to GFEBS, track proposal funding awards and success rates.
- Develop, edit, and maintain a Records center within the RPO.
- Promote knowledge sharing through WRAIR’s business process and systems by strengthening links between knowledge sharing and available information systems.
- Have familiarity with SharePoint, support the development of a comprehensive tracking system for WRAIR research funding proposals and grants, and provide data and budget inputs to the system. Support the development of an additional system for WRAIR to link the proposal tracking system to other relevant systems and data (procurements, agreements, human use protocols, animal protocols, etc.), and once put in place, provide data input and connection to research project/proposal funding award data (likely via coordination with RM and through GFEBS).
- Support document and information updates in RPO SharePoint sites.
- When requested, update slides for meetings and briefings (e.g., Proposal Cycle Kickoffs, Review & Analyses, Sync meetings, Leads meetings, etc.).
- Contribute to or lead development of proposal and budget related documents, such as information pages and SOPs.
- Track and complete relevant RPO proposal and funding related taskers
- Follow up on questions related to taskers i.e., reaching out to tasker POC on behalf of PIs or asking PIs clarification on behalf of leadership/tasker POC
- Work with SharePoint Manager to develop new ways to improve display and flow of information in SharePoint sites.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Travel
Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.
Experience
- 4-8 years of experience supporting government (preferably Army Research)
- Experience reviewing, revising, and developing and/or assisting others to develop budgets, preferably research project related
- Experience with two or more of the following: GFEBS, MS Office, Excel, MS SQL, MS Visio, MS Windows 10
Education
Bachelor’s degree preferred. Master’s degree highly desired.
