Description
The Resident Services IT department is seeking an experienced Full Stack .NET Developer to join their software and development team. You will work with cross functional teams and participate in all stages of the Software Development Life Cycle to modernize and digitally transform legacy applications to cloud based applications within Hennepin County’s property assessment and tax processing. We are a small and streamlined, collaborative team and offer excellent work life balance.
Candidates must have a right to work in the U.S. that is not based solely on possession of a student visa or a visa sponsored by an employer.

Location and hours:
This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours are Monday through Friday, 8 a.m. - 4:30 p.m. with flexibility.
While this position is designated as remote, based on current requirements hires must reside in or relocate to Minnesota.

This position is eligible to receive an additional cash merit of up to $2639.28 that can be earned annually based on performance.

In this position, you will:
Work with the development team to participate in all stages of the Software Development Life Cycle to develop new applications in Microsoft .Net core in Azure Cloud for property tax processing:
Define requirements for system changes.
Analyze impact and risks of proposed system changes.
Make recommendations for system changes.
Create estimates for change efforts.
Create technical design specifications, test plans, and other support documentation.
Execute and implement change plans.
Work with business partners to understand business needs.
Collaborate across matrixed organization to deliver technical support to our business partners.
Serve as a technical liaison between business departments and IT department.
Need to have:
One of the following:
Six years or more of IT experience.
Completion of five college/vocational technical technology courses and five years or more of IT experience.
Completion of an approved IT Hennepin County internship and five years or more of IT experience.
An approved IT certificate and five years or more of IT experience.
Two-year college/vocational technical degree in a technology field and five years or more of IT experience.
Bachelor's degree in a technology field and three years or more of IT experience.
Master's degree or higher in a technology field and one year or more of IT experience.
Nice to have:
Six years or more of technical experience in Microsoft technologies such as Cloud application development using Azure .Net Core, C# and API Management.
Expert knowledge of Net Core frameworks.
Five years or more experience in Angular, Azure Data Factory, Cosmos DB, Azure Functions, REST APIs, SQL Server, Micro-Services, Domain-Driven Design, Test-Driven Development (TDD), SOLID Design Principles, etc.
Experience with Typescript, HTML and Cascading Style Sheets (CSS).
Working knowledge of:
Progressive web applications.
Testing web applications for mobile use and accessibility.
Azure Services and Azure portal.
Azure Active Directory and secure coding best practices.

Resident Services IT (RSIT) manages the overall technology for the Assessor’s Office, Elections Department, Service Center Department, Library, and Examiner of Titles, in addition to the Land Information and Tax Services Department which includes the Strategy and Support Division, Recorder and Registrar of Titles Office, Survey Division and Property Tax Division.
